An employee of the Kobe (Japan) City Waterworks Bureau was the cause of his employers' public humiliation after it was discovered that he had been --

-- get ready -- this behavior will shock you! --

-- leaving his office for three minutes some work days to get a to-go bento box for lunch.

He was finally "caught" engaging in his nefarious "time theft" by a senior employee who looked out the window and saw him walking across the street to get his lunch. It turned out that he had done this 26 times in about seven months. 

The Waterworks Bureau made a public apology on TV and docked him a half day's pay. I guess it could have been worse -- at least the poor guy wasn't fired. Then again, maybe he wishes he had been.
