Most of California’s 58 counties are permitting retail and religious institutions to reopen consistent with Phase 2 of Governor Newsom’s COVID-19 Resilience Roadmap. Newsom announced the state’s move to an “Expanded Phase 2” on May 25, allowing in-store retail and religious institutions to reopen with county permission. As CDPH’s announcement notes, reopening in-store retail is “subject to approval by county public health departments.” While many counties moved to reopen under the state’s direction, others have chosen to partially reopen subject to county-imposed restrictions. The chart below provides county-by-county information on initial health orders, reopening plans and each county’s status—including any applicable restrictions. As counties move through Phase 2 and apply for variances to move to Phase 3 (which will include the reopening of personal services, broader in-restaurant dining and higher-risk businesses), the chart will reflect those changes.
