Mexico’s COVID-19 Traffic Light Monitoring System: October 2020 #3

In response to the COVID-19 pandemic and the need to adjust restrictions “to regulate the use of public and private spaces” according to epidemiological risk, the federal government of Mexico established a bimonthly traffic-light monitoring system aligned with health protocols to guide Mexico’s states through the country’s phased reopening plan. Below is a map for the period of October 26, 2020, to November 8, 2020, indicating the COVID-19 risk level in each of Mexico’s 32 states.

This chart presents the traffic light status of each state, and, as applicable, variations between federal and local traffic light statuses based on publications of the federal Ministry of Health and status reports provided by each state.

In this edition of the traffic light report, we can observe that only Campeche is in green status, while 11 states are in yellow status, and 19 states are in orange status. In the previous report, Chihuahua was in orange status, but due to the outbreak of cases in the state, it has returned to red status. The following restrictions now apply to Chihuahua:

  • vulnerable employees must work remotely;
  • nonessential activities are suspended or reduced in their allowed capacity; and
  • the sale of alcoholic beverages is subject to a special schedule.

It is important to point out that COVID-19 cases are also increasing in several other states, and it is reasonable to expect that the states will impose restrictions in response to the heightened risk levels.
