Mayor Releases November Plan with $314M in Cuts
Last Thursday, Mayor Adams released the City’s November 2023 Financial Plan Update (the Plan). The Plan contains total funding of $110.5 billion for Fiscal Year 2024, which is approximately $314 million less than the Adopted Fiscal 2024 plan of $110.8 billion. Every agency was required to find savings in their budgets, with $546M reduction for the Department of Education, $321.9M reduction to the Department of Social Services, and $131.9M reduction for NYPD. The Department of Cultural Affairs budget was reduced by $9.3M, with the majority of the PEG taken in reductions to the CIG Operating Subsidy and Cultural Development Fund. NYC Council Passes and Introduces Legislation
Last Wednesday, the NYC Council convened a Stated meeting, where they passed and introduced multiple pieces of legislation. The Council passed a bill requiring the City to establish housing production goals in each community district, to ensure that each neighborhood plays a role in addressing the City’s housing crisis. Legislation was also passed requiring the City to develop a citywide industrial development strategic plan, requiring DOT to redesign the city’s truck route network, and establishing a commission on LGBTQIA+ older adults within the Department of the Aging. Governor Hochul Signs the Clean Slate Act
On Thursday, Governor Hochul signed the Clean Slate Act into law. The Clean Slate Act will seal a majority of misdemeanor records three years after release from incarceration and most felony records after eight years. The law takes effect in one year, and means that past offenses will not come up in criminal background checks from employers. The Clean Slate Act does not apply to Class A felonies and sex crimes.

Katie Schwab and Rose Christ have been named to City and State NY’s 2023 Power of Diversity: Women 100. The list highlights the accomplishments of female political leaders who are shaping the future of New York. Schwab and Christ have co-led the New York practice group together since early 2022.
